The year is 2551, long after the death of Commander Hawke, now known as the maker of the Independent Alliance. Humanity has reached out in massive branches, each spanningat least a dozen star systems. The Hegemony, Commonwealth, Pirates, and GPF sit in relative peace under the alliance. Threats from outside their alliance has prevented any serious wars between the factions. Across the galaxy from humanity and her allies sits the Forerunner Ecumene, a massive technologically godlike power, and the Flood Parasite, a hive minded smart zombie like infection complete with its own ship production and farms for victims.
The main factions of Clash 2551
The Independent Star System Alliance: Basically a complex system of mutual defence packs, insuring that all factions under it will join into a fight if one is attacked. This currently consists of the Galactic Peacekeeper Union, Sol Commonwealth, Pirate Fiefdoms, Hegimonic Powers, and Holy Covenant Empire. These powers may not under current Alliance Law enter into war with one and other, a clause formed to insure they wouldn't be squashed by the two larger powers of the Galaxy.
Galactic Peacekeepers Union: Comprised of 62 star systems, and 209 billion people, the GPU is the largest human military force, despite accepting many other species into its ranks. When the Four Powers War ended with a paper GPF victory, they took over all GPF duties, no longer needing police, but instead ready soldiers to keep the peace. The GPU now collects taxes, but allows each planet to rule itself however it sees fit. The first law put into effect by Prime Minister Nathan Hawke was that under no circumstances may the GPU enter a unprovoked war with another power, in keeping with benevolent intent.

The Sol Commonwealth: The major powers of the Sol Commonwealth, Luna, Venus, and Neptune declared war on the GPF in 2066, taking Earth and Mars within a year. With their hands tied the GPF was forced to hand over the planets to Commonwealth control, along with Alpha Centuri, a very well developed star system. Through the years the Commonwealth became known as the Turtle Empire, known for providing nothing but the finest defence weapons for its colonies, and settling on most worlds. The current population is 35 Billion, over 7 Star Systems.
Capital: Luna, Venus, Neptune
Pirate Fiefdoms: The Dozens of Pirate 'Fiefs' exist within their own lawless territory, each ranging in size from asteroids to star systems. Overall control of the space goes to the person who can muster enough forces to scare the other Fiefs. More often then not there is no Pirate representative to the Alliance, but each major Fief has signed the accords. Though happy to kill each other for nothing more than sport, even they are too sane to attack any of the other major powers. The only reason they are tolerated by the other groups is because though they are not dangerous slaughtering each other, they do pose a very large danger if they all turned against one group at once. Though spread out over 20 Star Systems they only have 15 billion people living there.

The Hegimonic Powers: Formed from the ashes of the Free Robotic Hegemony the Hegimonic Powers no longer disguise their ideals of imperialistic conquest over lesser planets. The Hegemony is known for diversity, combining a dozen militaries together as one. Though once centered around robots, now all are seen as equal in the Hegemony. Their fleets are envied even by the Neptunians, having massive strong ships, designed by robots and Sharks. The strongest ally to the robotic leaders of the Hegemony are still the Sharks, which have reinstated the Shark Empire, under their divine Empess. Stretching over 47 Systems the Hegemony rules around 109 Billion people.

The Holy Covenant Empire: Made of 9 Separate species, the Covenant controls them not through military force or political alliances, but through Zealous faith. Though when first discovered it was only made of 7 species, the Covenant quickly assimilated the Holy Robotic Empire, adding their robots to the ranks of the Holy. Several human colonies peacefully left the GPU and joined the Covenant. Despite being new the humans, they are a much older alliance, formed around 124 AD human years. As such they provide the largest bulk of power in the Alliance. Despite wishing to convert the other factions, the Covenant holds itself back because of the constant threat of invasion by a large power. The Covenant has 223 Star systems in its holy grace, with 867 Billion people living within its grace.
Capital: The Holy City of High Charity, onboard their largest space station.

The Forerunners are the largest government in the galaxy, and was relatively unchallenged until the flood. They have been fighting the flood for 50 years, and despite millions of deaths on both sides, there has been no significant systems attacked. Their technology is legendary, using hard light rifles, cannons, and swords. It is unknown how hard light works, or even what it is, but it is known it makes the Forerunners nigh unstoppable in normal wars. Though not using their nigh unstoppable weapon systems, the AI of the Ecumene operate massive armies of flying robots each equipped with high power beam rifles. The actual Forerunner military is exquisite, but the Prometheans stand high above all others. They have the finest weapons and combat armour, and to be accepted into their ranks you must be approved by the leader of the military himself. The Ecumene rules over 8,000 star systems with around 4.56 trillion people.

Little is known about the Flood, but they came from Delta quadrant, the farthest from either of the other two powers. They swept through systems like wildfire, assimilating dozens of species and turning them into flood. Ruled by the hive mind entity known as the Gravemind, they are rigged and organised. All evidence points to the idea they are exragalatic, coming from far beyond the Milky Way. Their star systems number around 6,000 with 3.89 trillion infected forces.
Your character will be at the head of Galactic events, working for the shadow organisation known as Hawke's Legacy, who work outside the law to preserve the peace pf every major power.
